If you’re interested in designing your own custom wine cellar there are a number of options available to you. There are some prety good ideas to be had here and some things to ponder. For example, racks are cheaper and hold more wine, but cabinets are much better looking.

Don't be turned away by their featured whine cellars, which are bigger than most living rooms. (They look like something out of Home of the Rich and Famous.) They'll do smaller work and are available for consulting, in many cases.
